Croydon Council put out a post on instagram stating the following:

Original Post Here: https://www.instagram.com/p/DRwcmUQkaFJ/We removed an illegal radio mast from a housing block roof. It was even hooked up to the building’s power supply.
It’s been removed now, but this kind of behaviour puts safety at risk and increases costs for residents.
We’re taking firm action to make our estates safer and tackle antisocial behaviour, supporting Executive Mayor’s Jason Perry's (@jasonforcroydon) priority to create a Croydon we’re proud to call home.
